Cancer Plan 2009-2013

The President of the French Republic, Nicolas Sarkozy, announced the 2009-2013 Cancer Plan on 2 November 2009 in Marseilles in a ceremony attended by Roselyne Bachelot, the minister of Health and Valérie Pecresse, the minister of Higher Education and Research. Prior to the event, the President had met patients, families, care providers and researchers at the Paoli Calmettes Institute.


The Cancer Plan 2009-2013 is the operational application of the report submitted to the French President by Pr. Jean-Pierre Grünfeld.  It follows on from the Cancer Plan 2003-2007 and capitalises on its achievements to drive forward new ambitions to take up the challenge of the three key cross-cutting themes of the Plan:


  • ake more effective account of health inequalities to ensure greater fairness and effectiveness in all the measures taken to fight cancer;

  • encourage analysis and taking account of individual and environmental factors to individualise patient care before, during and after their illness;

  •  strengthen the role of the referring doctor at every stage in the patient’s cancer management, in particular to improve quality of life during and after the illness.


Designed around 5 areas (Research, Observation, Prevention/Screening, Care and Life during and after cancer), the new plan includes 30 measures corresponding to 118 specific actions. Six of the 30 measures have been designated as “flagship” measures.


This plan represents almost €750 million in new initiatives.


The launch of the website (www.plan-cancer.gouv.fr) was announced by Roselyne Bachelot on 7 October. The site provides access to all of the information on the 2009-2013 Cancer Plan and the progress of its 30 measures.


The second progress report for the Cancer Plan was submitted to the President of the Republic and made public on 4 February 2011, World Cancer Day.
